Can't prevent users from placing in protected land

Description of Problem:

Whatever protection plugin I use, I can't prevent users from placing blocks. Tried it with WorldGuard, ChunkOwn, Towny and Factions. They can prevent users from breaking but not from placing. Can't figure out the problem source, trying for hours :-\

Exactly the same issues, must be the way block place events are handled and managed by the protection plugins.

I thought this at first might be realted to making the buildcraft fakeuser an admin/op but it is true for normal items too.
