NEI is not working

Launcher Version: 3.12.125 Rec Build

Operating System: Windows 7

Description of Problem:

Everytime I open my inventory, it's the vanilla version. There's nothing around the edge like "heal Player" "save 1-7" and on the left there's nothing. Just vanilla looking. In creative, I have the items that are normally in the menu for tekkit, but no options to make NEI enabled.

This forum is for bugs that occur before the Mojang screen appears, you'll get better help over here. But, have you tried pressing 'o' while looking at your inventory?
