Can't Reach Server (Tried Ports,Firewall,System PATH)

So I am trying to host a tekkit server me nor any of my friends can connect.

My system Path is set correctly

25565 is open and checked to be open

My Windows firewall is completely disabled but I have created exceptions/rules for the server and ports

My Bullguard firewall is disabled but I created exceptions anyway.

I cannot join using my local or external IP or even localhost

if I refresh while the .bat starts there is a moment where the server shows up but I can't join either way

it says can't reach server for me and others and the connection simply times out.

I host servers regularly and used to do it on minecraft but have been having this problem lately

Any help or suggestions are appreciated

If you have not fixed your problem already i think i know the fix!

in your server.properties where it says IP address or something along those lines enter the IP address of the server this should work

also try turning online-mode to false
