techniclauncher.exe dos not work

Description of Problem:

when i click on the techniclauncher it does not open for some reason and i ran by an administrator and it doesn't open.

so can i have some help plz

so when you double click or click "Techniclauncher" absolutely nothing happens? does anything come up or any text because i cant help you if there is nothing to run off.
