Permissions Trouble, I'm Hopeless At It

am i doing it correctly?

i plan to have 4 ranks, default, builder, mod, admin, oh 5 cuz owner

if anyone can plz set it up so owner gets all commands, mods get commands that make senx=se for moderating, then admin gets stuff besides setspawn and things? the rest are there!

unless you put it in code tags or to somewhere like pastebin you'll lose all the spacing, so no one can tell you if it's right, also, I assume it's not right and you're getting an error? If so, that error would be helpful
