Stopping People spawning items

Hi there i have set up a server for my self a friend and we can both spawn items in survial even tho no ops are set. How can i stop this from happening do i need to disable some mods or does it react from the settings from my vanilla server (not running at the same time obviosly)

Also some items do not seem to show on the right hand side of my friends UI i have 48 and he only has 38.

You need to set an op, or else everyone on the server can spawn items.

Also, if you are referring to the number of pages of items in NEI, the amount of pages depends on the size of your Tekkit window.
