Having trouble prohibiting items

I have tried using modifyworld and noitem and neither are behaving properly.

With modify world a user in the default group is unable to do ANYTHING. Even with the modifyworld.* permission.

With noitem it seems to flat out not work at all. For example i put the noitem.noplace.46 permission under the default group, yet that block is still placeable.

Is the syntax wrong, or is it possible im using incompatible versions of the plugin? Any help would be greatly appreciated.

On my server i use essentials to black list some stuff so they cant place it, or i just turn it off in the mods config file

I suggest using tekkitcustomizer; I started with modifyworld first then noitem, they worked for me but you could bypass some stuff like nohold etc.
