hey this is a easy one to install download that file u linked and put it in your server /mod folder

download buildcraft-C-additionalbuildcraftobjects-f131bc2212-71.zip then install it your %appdata%\Roaming\.techniclauncher\tekkit\mods you need to get anyone that joins the server to download this as well far as i can tell its not using a block ID.
