Problems with Factions?

Im having a few problems with factions. have tried versions 1.6.6 down to 1.5.0 and everytime i try and commands in game it just gives the same error

and there is no factions .cfg generated either.8655bfb1a97734f4e505d28f016a3f5b

What can i do because i desperately need factions on my server :P
