Tekkit + Towny gives bugged chunks

I just installed Towny on my Tekkit server but, I don't know why, this produced some bugged chunks I can't fix in any way.

This chunks simpply have hollow parts from surface to the bedrocks, also bedrocks at higer level then normal.

Lava and water do not flow until I broke around blocks.

Need help or ideas to fix this bug.

are you using towny for 1.2.5 (0.81.0.0)?

I am using towny 1.2.5 Towny 0.80.1.0 because on its page it say 0.81 is for MC 1.3.1

Think thats your problem I had the issue LONG ago..it was to do with the regen code, and the 256 height. it was fixed in 81.
