Technic launcher doesn't work

Operating System: Windows XP 32 bit

Java Version: I don't know but i have installed the lastest version of java

So, i have downloaded the techniclauncher but when i try to open it it says

"Application failed to initialize properly (0xc0000135) Click OK to close the application"

I don't know why it says this please help me D:
