If you update your regular minecraft to 1.4.2 it will jack with technic. Completely delete everything again, turn off your AV and firewall, redownload only the technic launcher and give that a go.

Still nothing... No Minecraft, Firewall or AV

Found some form of a log

Windows 7 Service Pack 1 64-bit

Contents of C:\Program Files\Java

C:\Program Files\Java\jre7

Registry points to C:\Program Files\Java\jre7\bin\java.exe

Java not found in user's PATH. (This is normal)

JAVA_HOME is not set. (This is normal)

Jarfiles open with C:\Program Files\Java\jre7\bin\javaw.exe

Found a Java by fast scan at: C:\Program Files\Java\jre7\bin\java.exe

Starting the Java launcher as "C:\Program Files\Java\jre7\bin\java.exe" -jar "C:\Users\Bertha\AppData\Roaming\technic-launcher.jar"

Bummer!
