Port errors when opening launch.bat

Description of Problem:

When i open the launch.bat it loads for a while then says "****FAILED TO BIND PORT****" what do i have to do? i have ran this Tekkit server for a while and had no problems, then suddenly i get this error. I have also ran a vanilla server before, with no problems. any help would be much apreciated

Make sure you don't have any previous servers running in the background. They are the most likeliest cause to your problem.

Having the exact same problem as describes but dosen't seem to be anything to do with having other servers open, as I am sure I only have the one server open. I also tried after restarting my computer, but to no avail...
