Title: can't access crafting recipe for all IC2 items (Tekkit 1.3.1)

OS: mac OSX 10.6.8
Java Version: 13.8.0
Description of Problem:
Evan though it says Tekkit version is 3.1.2 it is actually 1.3.1 because there was no option for that at the time. I am on my new tekkit server and try to look up how to make an generator, extractor, ect. And it doesn't work.
