Installer freezes before anything happens

I've been trying to download the launcher on my new computer but for some reason when I download it the the installer pops up I can't click Install. I've tried downloading it a few times now and just can't press it. It lights up when I hover over it but isn't clickable. The only thing I've figured out is to press enter but all that does is make the technic folder appear but with nothing inside of it. Please help!

Try right-clicking on it and run as admin, if that does not work temporarily disable your antivirus.

Tried doing it as an admin and it still didn't work. As for the antivirus turned it off and still nothing.

Do you have Java? Specifically 64 bit Java? https://java.com/en/download/manual.jsp (choose Windows (offline-64 bit)

Already have it but reinstalled it just in case, still just can't click on install.
