"The process cannot access the file because it is being used by another process"

I recently installed the Technic Pack launcher then used Tekkit to get into a new server. They had to restart the server so it shut down, but I have a crappy computer so when I get shut out Tekkit crashes. So I was forced to close it, when I try to open the launcher again it gives me the message (abridged) "The process cannot access the file 'C:\Users\user thing\AppData\Roaming\.techniclaucher\technic-launcher.jar' because it is being used by another process."

I would like to be able to get back on the server, so please help.

I have 32-bit and I run on Windows 7.

Either check to make sure that the javaw.exe or java.exe tasks are not running anymore via the task manager. If that doesn't work, restart your computer.

did that couldn't end it so i had to restart

Did that work then? Also, right clicking on the process in the task manager and clicking 'End Process Tree' may help too.
