Im trying to see if i can enable Too many items for certain players or ranks on my server. I want admins to have access to this without giveing them OP! Please help me, thanks!

Too Many Items is not in tekkit. Perhaps you are thinking of Not Enough Items?

As the other guy said, Tekkit uses NEI which is just a better version of TMI. If you want to give players item spawning, simply give them the permission to /give. NEI uses server commands in multiplayer so just give command permissions. You may want to give your admins /time and /weather as well so they can use the buttons on the upper left.
