Am i IP banned?

So around a month ago. I was about to start a  custom modpack server with my online friend.  And when I downloaded technic launcher at my mom's place. Nothing worked. The same day. When i was moving to my dad for a while. I could download everything. So i was there for a few weeks. No problem. And when i return to my mother's home with my PC. We updated the modpack. But i couldn't update it for some reason. I went to the technic discord and tried getting help but both Kiako and AetherPirate couldn't help. I reinstalled Java, I downloaded the new windows update (Rip my download folder), Deleted my VPN's and Antivirus. Nothing helped. So i was told to move here. I've had a massive urge to play on the server for the past days. So getting this fixed as early as possible would be appreciated.

May i know why i was banned in the first place?

Sometimes happens if you spam-search in the launcher, the platform checks how many modpacks you tried searching within a certain time.

Part of some abuse we detected some time ago.
