Server Laggs Alot. Help!

intel i7 5820k
hyperx fury ddr4 32gb ram
500gb m.2 ssd 960 pro
dual 1070 gaming x

server runs from the ssd and gave it 17gb ram to work with
running 140+ mods on it aswell
