My Modpack loads without mods

So I made a modpack with maybe 97 mods? And when I uploaded and ran it it was just vanilla. But when I run it on my client it runs fine. Not sure whats wrong. I followed technic's guide for making the modpack and I'm pretty sure I did it right. So... what should I do to fix it? The modpack link is https://www.dropbox.com/s/etm4w9jj5j0z3j3/Modpack.zip?dl=1

So it's come to my attention that technic doesn't support modpacks newer than 1.12. So if this has changed by now and i'm just doing something wrong please tell me. Otherwise as far as I can tell technic just hasn't updated anything since 1.12. I can't find anyone else who can host modpacks either so if they're supposed to work please tell me.

Modpacks are supported on all versions, just that currently Forge is not supported past 1.12.2 due to massive changes on Forge's end. You'll have to use something like Fabric for now.
