The Modpack location you specified is not a valid zip file. The link to my modpack is here The modpack itself is a zip file on dropbox, which I'm pretty sure is a file sharing platform supported by technic. The folders itself are correct, The name of the file is also correct. Am I doing something wrong or just being completely dumb?
