Forge won't load

Checked after downloading modpack, mods are there. Been going at this all night. I followed the guide to the letter. I've followed multiple forum posts to no avail either seeing people stop replying or the issue not applying to me. I thoroughly tested all the mods on regular mc and they worked fine but forge won't load them when I download the modpack...

I've named it modpack not modpack.jar. I've got the 3 files layed out correctly. I downloaded the recommended version of forge from the website. I did the the expand option on the forge installer, I used the same installer to test it on my minecraft folder and it worked fine. I have no clue what is messing up...

For recent 1.12.2 Forge builds download the installer jar instead of the universal jar. Outside of that the procedure is the same.

Just to say I found out what the issue is. The latest version of forge doesn't work with modpacks. You have to use forge version 2847 for 1.12.2 modpacks. Anything past that doesn't work for some reason. And yes that is the problem, forge not how I'd downloaded it. I used the 2847 universal not the 2854 installer and it works.
