blockbreaker.blacklist... help please :S

I just read the post /faq-common-problems-solutions and it was really helpful, I managed to find the blockbreaker.blacklist in the redpower.cfg, I put the id of cobblestone in however my friend can still use his cobble generator? how do I fix this :S??

Has the server been restarted since you changed the config?
