Technic Launcher wont Download

Ive tried clicking download on the Windows version of the Launcher, but it wont allow me to open it after Downloading. 
Im german so ive set my PC to German, and it says
"TechnicLauncher.exe wird häufig nicht Heruntergeladen. Stellen sie sicher dass sie TechnicLauncher.exe Vertrauen"

Please help-

You may need to provide administrator access to download it? Perhaps you can provide a screenshot of the message.
