Technic Launcher Won't Open

Launcher Version: Tekkit Lite 0.5.3

Operating System: Windows 7 Home Premium, 64-bit operating system, laptop, AMD E-300 APU Processor with Radeon HD Graphics 1.30 GHz

Java Version: jre7

Antivirus Program: Windows Firewall, Windows Defender

Description of Problem:

Every time i try to open technic launcher, it fails. I have tried deleting .techniclauncher folder, deleting and reinstalling the launcher, and disabling every firewall on my computer. Please help.

Error Messages:

Unable to download launcher. Please check your internet connection by opening www.techniclauncher.net in your webbrowser.

open technic launcher then open it again while it has the loading symbol or the 'technic' logo, that will force it to open. If that dosen't work then try running as admin those are the best solutions. other solutions is downloading it on another computer then putting on a usb to over-write the other launcher because sometimes it isn't downloaded properly.
