Quarry, land marks, still defaults to 9x9, server, Plugins?

Hay, Trying to get a small server going, but i have run in to a problem when using a quarry.

I set the landmarks 1,2,3,4 then go back to the first, activate it, place quarry, it make the black and yellow box, but then still defaults to 9x9.

so i was thinking it could have something to do with plugins?

Server is running Win7 64

Java version 1.7.0_10

java Hotspot 64 server Vm (23.6-b04, mixed mode)
