My server Failed to bind port?

Hello,

I am runnig windows vista service pack 1 32bit

Java 6 Update 29 32bit

I run my server.bat on 1 gb of ram and i get a Failed To Bind Port

When i port forward it disbles my minecraft from connecting to other servers

Help!
