Technic launcher does not open

Description of Problem:

When I re-downloaded the technic pack, it will not open. However, task manager reads it as "technic launcher updater" and it is stuck on 0 for everything. I have tried deleting and re downloading but it does not work at all.

Try to type in %appdata% on ur Windows Start tab, then there should be a .techniclauncher folder inside there. Open it up and there should be a technic launcher.jar in their. Drag the .jar in ur desktop, and try to open up the jar file

This is a common error on Windows XP, Vista, 7, and 8

For Mac users, go to Library>Application Support>.techniclauncher>technic launcher.jar

I have also tried deleting all trace of it then restarting my comp. No help
