World Guard & Playershop Not Working

I'm using showcasestandalone 1.16 and Worldguard 5.5.2 for Tekkit 3.0.3 by AlienX

Whenever I world guard the region and set build to off. My players cant do /scs sell this <amt> <price>. Says You don't have permission for this area and also says you cant create showcase in protected areas. Even when i make a region within a region. I set the priority to the small shop region higher then the main region and it still gives me that error.

So i tested out simpleshowcase and buyregion. Those work fine when the build is off but the problem I ran in with simpleshowcase is when u walk over the shop my players can pickup those items off of the shop. Is there any way i can fix this w/o creating a new world so they cant pickup anything within that world?
