Best way to deploy your custom server mods with tekkit.

Okay I haven't created anything yet but I have an issue in tekkit (actually IC2) that I have to use a downgraded version. What do you think is the best way that I can distribute an exe self extractor or something that automatically fixes someone's minecraft to work with my server. I heard there is something called custom mod lists, i just need something to automatically downgrade/upgrade/install specific mods when someone wants to join my server. Thanks for the help guys, sorry if someone else has already asked this.

Just get a download link to the mod pack that you use and give it (The link) to them. They can then use the "custom zip" feature to easily install them.
