Frame Elevator not moving?

I have overkill on thermopiles, two battery boxes, the motors are showing blue, and I cant find anywhere where it's caught. It's a bit big of an area, so there'd be a lot of pictures, so just come on my private server and tell me what I screwed up.

EDIT: Nevermind! found what was wrong, I didnt set up panels next to the gold chests.
