how can i stop it, and permanently disable it?

What you got there is a Rift from the Dimensional Doors Mod. http://tekkitlite.wikia.com/wiki/Rift

You can make a Rift Remover and use that item to remove rifts. http://tekkitlite.wikia.com/wiki/Rift_Remover

For you to permanently disable it, must be by removeing the Dimensional Doors Mod:)
