Description of Problem:

Redstone engines have no animation except red clouds, and will not power or accept power

To me, it kind of sounds like you haven't connected the redstone engine to an, for example, output like a wooden pipe or a pump. If the redstone engine isn't connected to, let's say a wooden pipe, the redstone engine will stay still and only "spit out" red clouds, and it will eventually overload.
