Weapons Mod Lag?

I started a new server because the other one kept lagging so much. This time I am monitoring what changes very well and when lag comes. I noticed when the first weaponsmod item was made by a kid. The server CPU maxed out. So I shutdown server. Disabled Weaponsmod in ModLoader.cfg. Restarted Server and its back to running nice at about 8-10% with 5 guys online. So obviously this is a problem. I searched and couldn't find a solution on forum. Does anyone know of one?

Sry. didn't diagnose enough. The lagg is back. This is so strange. It's fine for one sec then its takes off and sticks for 5 min then goes right back down. what the hell. My plugins r just worldguard 5.4, PEX, and lockette? Does anyone know whats going on....my server is literally out of the box install. with no ic2 machines built yet or buildcraft or EE only 5 players on....The CPU bottlenecks and hold for appox 5 min then is fine for 12. No error codes but this:
