Need help with the modpack.jar file

In a modpack in the /bin/modpack.jar file what exactly am I supposed to put? Looking at it makes it seem like the minecraft.jar file but I know this cannot be true because the Mojang terms of service deny this kind redistribution. Is it forge or something else?

Basically, it's anything you would normally add to the minecraft.jar, aside from what was already in there. This is so the technic launcher can verify that you own minecraft before it downloads the minecraft.jar, then compiles the two when you launch it.
