I click on it to launch and only comes up with the Technic Launcher logo and stays like that and i really need to access it as i have responsibilities on servers to do :/

Your java is WAY out of date, you should definitely update that. Try the good ole fashion disable-antivirus/firewall-and-run-as-admin-trick and see if that helps.

I am having the same problem and I have tried all of these solutions and it's still not working.
