Suggestions for plugins/mods for issue

I've started up a personal server with friends as a survival server, when we started getting into mystcraft my friends wanted me to give them NEI permissions so they could go into the other dimensions in creative so they wouldn't have to worry about dying from an unstable world. However I'm curious if there is a plugin or mod out there that will allow me to force creative/survival mode whenever entering a particular world, since some of my friends aren't entirely responsible enough to go back to survival. Any suggestions?

If they are worried about dying, then they shouldnt go lol. Thats what the instability is for, to make it interesting. Or you can just turn instability off in the configs, then they wouldnt need creative in the first place.
