New Technic Launcher Not Opening

Launcher Version: I'm not sure, but it's the newest one :I

Operating System: Windows Vista Basic

Java Version: Version 7 Update...9? It says 1.7.0_09 or something like that

Antivirus Program: Norton 360

Description of Problem:

I just downloaded the newest brand new new new new new new new new new new new new new new new Technic Launcher right now, straight from the website, but when I try to open it there's no logo, launcher, nothing. Nothing happens.

Error Messages:

NA

Error Log: Well, I'm not too sure if there IS an error log...

BTW, I tried reinstalling the launcher after the old one said "Update Failed", so maybe that caused anything?
