Items unplaceable

Various non vanilla items cannot be placed on my server using the default server files provided by Technic. They can be crafted and can be placed but they IMMEDIATELY disappear on placement on the ground etc. Can anyone tell me which config files I need to be looking in to try and correct this?

Edit: For example, I went into the ICBM config and checked to see if things were disabled, there were none but the items still could not be placed. Also, it seems ALL non vanilla items cannot be placed.
