Trying to dedicate more ram to the server in Windows 8

So far I haven't seen a good solution to this so I thought I'd ask. We have been running a private server for voltz on a windows 7 machine with no problems. Now however we got a new server with 4 times the ram (go 16 gigs!) so we'd really like to migrate our world over. Now I can get it to run through the downloaded Voltz jar but it's only dedicating 100 MB to it.

I've tried looking up videos to create a .bat file that dedicated more ram but I haven't had any luck. On the Windows 7 machine we could just go into the Launch batch file but when I try it now it says " java is not recognized as an internal or external command, operable command, or batch file"
