Soldier API

I've tried and tried, but just can't figure out how to set up the soldier API. My Main problem is trying to execute the

1. php artisan migrate:install
   
2. php artisan migrate
   

Commands, when I use the SSH console and enter those commands it says that its not a command.

Right now I am using http://www.serversfree.com/ to host it.

All my files are in /home/u245792870/public_html/
