Filters/transposers not working with chests?

I have been trying to set up a machine that feeds my crop-matrons hydration cells and I want to use pneumatic tubes and filters. I hooked up a crystal chest full of hydration cells with a filter (plus side facing the chest) and the pipes (on the output side. I hooked up the timer and nothing happened. Whenever I destroy the tube it spews out the cells, but they can not be transported by the pipes. Any advice would be appriciated.

Ps. The timer was facing the filter.
