Any "modern" modpacks stop installing at 12%fml_libs15.zip

Java Version: 7.0.90.5

Antivirus Program: Avira

Description of Problem:

Any time I try to launch/install a modpack that isn't tekkit classic, yogbox, or hack/mine the loading bar stops at 12 percent of fml_libs15.zip and stays frozen for a while. A little later I get a message saying that the installation failed.
