Limit Timer to certain Time

hey,

my problem is i want to unban the Timer but restrict it to a minimum of 3 seconds

can anyone say me how to do it?

and no i didnt found anything in the config

i tried to google it but i didnt found the right sites

i hope anyone can help me

Three seconds? That's pretty slow. Either way if you manage to figure it out, you'd have to ban computers as well to prevent circumventing.
