Machines cannot excavate in multiplayer server

Hello, As a server owner, I am a bit confused on this issue, I have tried to get automatic mining working by the use of ComputerCraft Mining Turtles and Quarries and etc. However whenever anything tries to dig downward it just fails and does not dig anything. If anyone could please help me with this issue it would be appreciated.

Are you using any form of land protection? Factions, Worldguard, Towny, Default spawn-radius?

The only things that I have that might conflict with it is the Essentials Spawn Protection plugin, and the PlgSetSpawn plugin. I'm not sure if those have anything to do with it, but I don't have Factions or worldguard or anything like that.
