-deleted the minecraft and technic files serveral times and reinstalled it

still doesn't work D:

I think that server may be Hexxit 1.0.0. Artifice was added in 1.0.1 and updated in 1.0.4, since there was no warning about Artifice it mustn't be present on the server.
