Cannot download custom modpacks. (Can't expand files)

Description of Problem:

Whenever I download a modpack (Not the default ones, just custom modpacks), it starts to download, and it says "Extracting scala-libray.jar".

Then it says "Download failed, retries remaining"

Then finally it comes up with a window saying this:

Error downloading file for the following pack: Magician's Cookbook (Or whatever pack, it usually happens with this pack though).

Failed to download http://tpmgaming.com/hosted/M-C/magicpack%201.11.8%20(test).zip

Please consult the modpack author.

Please help! This modpack has all of my favourite mods. Thanks!
