Server generates vanilla world, can't craft items

Yes I have the tekkit classic server installed. No new ores or flowers or trees can be found. When I go to craft a mod item, it shows for a sec then disapears. I tryed regenerating the world and pasting my base and player file into it. That didn't work. I have all the necessary mods opped so I have no idea what the problem is. (Thankful for quick answers, my friend and I want to be playing by tommorow) I even tried generating the world with my client. Mcedit showed cobble(unknown blocks that were probably indigo flowers) but then I upload it to my server and there is no evidence mods are even installed beside matmos, minimap, and nei showing the items.

Are you launching the server with launch.bat or just running the minecraft_server.jar? It needs to be the launch.bat for it to be a modded server.
