whenever i go into the nether no matter what world. whenever i explore there are no nether cities anywhere

Are you using any special world gen settings? Large biomes, disabled the generation of structures, ect?

Also; OS: 00359-OEM-8992687-00010 is not an operating system. If anything, thats your windows license key, judging by the OEM label.
