Big Dig Server dont start

Launcher Version: 1.3.9

Operating System: windows - Server installation from http://www.technicpack.net/big-dig

Java Version: Version7 update9 1.7.0_09-b05

Antivirus Program: Windows 8 / Microsoft Essential

Description of Problem:

When I download the Server from your website i can start and play Tekkit & tekkit classic.

BUT when i want to start BIG DIG SERVER i become the following error at the command line:
